The two things that actually control cassava pancake batter

Cassava flour behaves differently from wheat, and pancake batter is where that difference shows up fastest. Wheat pancakes have gluten holding the crumb together and a fairly forgiving liquid range. Cassava flour has none of that. Its structure comes entirely from starch, and starch behaves in two separate phases: how much water it can draw in, and how long it takes to actually finish absorbing what it's drawn in.

Get the hydration ratio wrong and the batter is either too thick to pour or thin enough to run off the pan before it sets. Skip the rest time and the batter can look right in the bowl but cook wrong on the heat: a gummy, half-set middle under a pale top that never quite finishes. Why cassava drinks more liquid than wheat

Wheat flour's gluten network traps water inside a stretchy protein structure. Cassava flour carries almost no protein, so nearly all its water-holding ability comes from starch granules alone, and starch granules hold far more water relative to their weight before a batter looks "wet." That's the mechanical reason the ratios don't translate 1:1.

Rest time: the step every mismatched recipe skips

A cassava batter that looks perfect five minutes after mixing can still cook up gummy, because the flour hasn't finished absorbing what it was given, and the gelatinization mechanics behind that explain why the same batter can behave differently depending on how warm your kitchen is. Waffle recipes typically carry more oil or melted butter than pancake batter, and that fat is what lets the iron crisp the outside instead of just steaming it shut between two hot plates. If a cassava waffle comes out soft everywhere instead of crisp at the edges, check the fat first, before touching the ratio again.

Iron temperature matters more here than pan heat does for pancakes. A cassava batter that's correctly rested and hydrated can still turn out pale and soft if the iron isn't fully preheated to drive off surface moisture before the waffle finishes cooking. Preheat completely and resist opening the iron early to check. Measure by weight if your kitchen scale is handy.
